POLICY MANUAL FOR THE GUIDANCE OF THE COUNCIL OF THE ATLANTIC PLANNERS INSTITUTE

SECTION 13 (MEMBERSHIP) OF "POLICY MANUAL FOR THE GUIDANCE OF THE COUNCIL OF THE ATLANTIC PLANNERS INSTITUTE"

(as approved by API Council on November 8, 1995)

13.1 Application for membership

a) Application for membership in the Canadian Institute of Planners/Atlantic Planners Institute must be made on the appropriate forms supplied by API

b) Applications not containing the appropriate application fees will not be accepted.

c) All applications for membership will be acknowledged by mail, indicating the possible time frame for a decision.

13.2 Application Fees

for Public Associate: no charge

for student membership: no charge

for provisional membership:i) for student members in good standing - no charge

ii) all others - $50.00

for full Membership: $50.00

13.3 Handling of Applications and Reinstatements

a) Applications for student membership and Public Associate shall be handled by the Registrar.

b) Applications for provisional and full Membership shall be handled by the Membership Committee appointed by Council. The chair of the Membership Committee shall notify applicants of the decisions of the Committee and shall notify the Registrar, the National Office and the secretary of the appropriate Branch of the election of candidates to both provisional and full Membership.

c) Reinstatements of full Members shall be handled by the Registrar.

13.4 Criteria for Deciding on Applications

a) The Membership Committee shall deal with applications for membership in accordance with the By-Laws of the Canadian Institute of Planners and in accordance with the Membership Manual as set out by the Council of the Canadian Institute of Planners as amended from time to time.

b) The Membership Committee may use section 2.4 of Schedule A of the National By-laws in exceptional cases only and in invoking this section shall nevertheless require that at least one year of responsible planning experience be obtained while being a provisional member.

c) Before a candidate for full Membership may write the exam or submit a portfolio, the Membership Committee must first determine that the candidate meets the experience requirements.

d) Before a candidate for full Membership may be interviewed,

i) in the case where an exam/ portfolio is required, the candidate must have first passed the exam/portfolio before the candidate is interviewed;

ii) where no exam/portfolio is required, the Membership Committee must first determine that the candidate meets the experience requirements.

13.5 Planning Experience

a) The Membership Committee may accept only planning experience which was completed no more than six years prior to the time the Experience Validation Form is submitted to the Committee for evaluation.

b) Provisional members who upgrade their education while being a provisional member may have their planning experience requirements reduced as follows:

i) those holding non recognized degrees who obtain a recognized degree - from six or four years to two years, provided that at least one year of planning work was obtained after the recognized degree was granted;

ii) for those holding non-related degrees who obtain a related degree - from six to four years provided at least two years are obtained after the related degree was granted.

13.6 Appointment of Examiners

a) The Council shall appoint at least three examiners who will mark exams and review portfolios.

b) Examiners shall be paid $30 for each exam that they mark and for each portfolio they review.

13.7 Examinations

a) No candidate may write the Examination for Membership until the exam fee as set out by Council has been paid.

b) The examination fee is $60.

c) Where one examiner passes the candidate, and the second examiner fails the candidate, the examination shall be forwarded to a National Examiner for a third marking.

13.8 Portfolios

a) A portfolio will not be evaluated until the fee set for reviewing the portfolio is paid.

b) The portfolio fee is $60

c) Where one examiner fails the candidate and another passes the candidate, the portfolio will be sent to a National Examiner for a third evaluation.

13.9 Oral Interviews

Oral Interviews will be conducted by the membership representative of the Branch in which the candidate resides and two other Members in good standing selected by the Branch representative. The Branch representative shall forward the results of the interview to the Chair of the Membership Committee.

13.10 Failed Candidates

Candidates who are denied full Membership because they have failed the exam, portfolio or interview may re-apply for full Membership as often as they wish provided that:

a) they pay all applicable fees; and

b) i) in the case of a failed exam, at least six months elapse from the time the candidate is notified of the failure

ii) in the case of a failed portfolio, the candidate has new material to submit

13.11 Appeals

a) Candidates for membership may appeal decisions made by the Membership Committee to the API Council by filing an appeal with the Secretary within three months of being notified of the decision of the Membership Committee.

b) Decisions of API Council may be appealed to the National Council by writing the Executive Director of the Canadian Institute of Planners. Decisions of National Council are final.

13.12 Cessation and Reinstatement of Memberships

a) All members who fail to pay their annual dues by March 31, of each year cease to hold membership. They are automatically reinstated if within the calendar year, they pay the annual dues along with a late payment fee.

b) Provisional members who have been notified of the impending time limit and fail to apply for full Membership within the time limits specified in the National By-law shall cease to hold membership at the end of the calendar year in which the time limit expires.

c) A failed candidate who indicates that they wish to re-apply for full Membership may hold provisional membership up to one more year. A candidate who does not re-apply within that year or fails a second time to gain Membership shall cease to hold provisional membership, but may re-apply.

d) A full Member who has let their Membership lapse more than one year may be re-instated upon payment of twice the annual dues.

e) A provisional member who has let their membership lapse more than one year may be re-instated only by re-applying for provisional membership. The candidate may be re-elected to provisional membership only if the candidate is working as a planner. In determining the time limit in which the candidate must apply for full Membership, the total time spent as a provisional member shall count.

13.13 Retention of Files

a) Files of deceased members shall be sent to the National Office.

b) Files of Members and provisional members who have let their membership lapse for more than three years shall be forwarded to the National Office.

c) Files of members who have moved to another Affiliate or left Canada shall be forwarded to the appropriate Affiliate or the National Office as the case may be.

13.14 Membership Advertising

To enhance public awareness of API and the aims and objectives of the Institute, Council may place an advertisement in the provincial newspaper of each province once every two years detailing the names of all full members in a province and information about the Institute. Special reference may be made to new full members of the Institute in the advertisements.

API may promote the Institute and announce the election of a new API president and announce the naming of a fellow from the Atlantic provinces by placing an advertisement in the provincial newspaper of the province where the president or fellow resides.
