- residential infill should be focused within Enfield, Elmsdale and Lantz
- 700 acres shown as future residential development is sufficient for 30-40 years

Roads and Servicing
- water supply should be adequate into foreseeable future, but capacity of existing sewage treatment plant will be used up by about 2014
- much of land shown for residential infill is currently difficult to connect to regional sewage treatment system
- for future growth, would be wise to look at other side of Highway 102
- the Municipality should establish a hierarchical system of roads, and develop design standards that address the local conditions
- a new collector parallel to Highway 102 to the west of Trunk 2 is recommended
- a formal serviceable boundary line should be established for each community to provide control on development to the extent desired
- the easiest first step for any servicing outside the current serviceable boundary would be along Route 214
