Dartmouth, Bedford and Halifax County). The study concludes that there is no substantial financial
benefit in maintaining the status quo or in amalgamating the four units into one municipality. With
amalgamation, there will be some savings in administration and management costs. These savings
will be absorbed through the harmonization of policies and the levelling of services. The authors
also looked at other issues as well such as development patterns in the region and suggested a
formula that would avoid rural underrepresentation. The authors then concluded that the preferred
