Structure, Order and Legibility
- need good quality urban spaces connected by clear circulation for cars and people:
- avoid new impediments to pedestrian traffic
- remove or redevelop existing barriers
- target gaps in the urban fabric for priority infill:
- (undeveloped land, vacant lots, empty buildings, surface parking lots)
- no new development until most present gaps are filled
- avoid large land assemblies, except where a public building or other institutional use requires it:
- promote incremental growth and development, not massive blocks
- include mix of uses, including residential, in any required large land assemblies
- create at street level active uses with numerous entries
- consider waterfront and downtown together and integrate functionally and visually
- replace fractures in urban fabric with sutures
