The Public Realm
- conceive of and manage public realm as an integrated whole:
- restore key public spaces to high quality public use
- (Grand Parade, Province House grounds, Cornwallis Park)
- consider other public spaces as part of a larger network
- (Public Gardens, Point Pleasant Park, Commons, other smaller parks and squares)

- require new development to meaningfully relate to and contribute to public realm:
- redevelop part of large parking lot adjacent to Cornwallis Park (in front of Barrington Street Superstore) to enhance edge of park and add vitality to street
- strengthen east-west connections between downtown and waterfront
- emphasize pedestrian primacy in downtown as general guiding principle:
- plan and manage circulation as interconnected network
- develop continuous pedestrian/bicycle thoroughfare along waterfront from naval yards to Point Pleasant Park
