Small Scale and Incremental Growth

• avoid large land assemblies that involve lot and block consolidation

• where lot consolidation is necessary, ground floor space should:
  • be able to be used for different purposes
  • allow adaptation over time
  • contribute to an active street level

• small scale incremental growth is preferable to massive development

• develop carefully large vacant waterfront properties adjacent to former power plant site
