Small Scale and Incremental Growth
- avoid large land assemblies that involve lot and block consolidation
- where lot consolidation is necessary, ground floor space should:
- be able to be used for different purposes
- allow adaptation over time
- contribute to an active street level
- small scale incremental growth is preferable to massive development
- develop carefully large vacant waterfront properties adjacent to former power plant site
