General Recommendations

• encourage mixed residential/commercial use throughout city core

• recognize visual and symbolic importance of landmark structures

• redevelop vacant land with mixed-use small scale development

• re-establish light industrial and craft uses on waterfront

• redevelop Cogswell Interchange lands

• resolve bus and truck traffic so that pedestrian circulation is not compromised

• restore public spaces to public use

• include high quality urban public space in new development
