Building coverage:

• pre-1960 had fine grained building massing and grid network of streets
• today, mass and scale of Scotia Square and Cogswell Interchange create barriers between downtown and North End
• few entries onto street and thus little street vitality, no human scale, vast, inhospitable spaces

Visual problem areas:

• Maritime Centre blocking off view of harbour down Spring Garden Road
• massive building blocks in north views from Citadel
• east side of Grand Parade left undeveloped for 10 years
• Province House north side used for parking
• views from Cogswell Interchange and down Cogswell Street
