Building coverage:
- pre-1960 had fine grained building massing and grid network of streets
- today, mass and scale of Scotia Square and Cogswell Interchange create barriers between downtown and North End
- few entries onto street and thus little street vitality, no human scale, vast, inhospitable spaces
Visual problem areas:
- Maritime Centre blocking off view of harbour down Spring Garden Road
- massive building blocks in north views from Citadel
- east side of Grand Parade left undeveloped for 10 years
- Province House north side used for parking
- views from Cogswell Interchange and down Cogswell Street
