Development controls are controversial by their very nature. A Development Boundary, being a special type of development control which directly affects the practical side of growth in a municipality, can be expected to create major conflicts through its use.
Dartmouth's Development Boundary was examined, through six Case Studies spanning a period of 12 years, to determine the extent to which it was properly and/or improperly used by planners, administrators, politicians, and developers.
Methods for improving or alleviating the effects of its use are discussed.
