THERE ARE THREE BASIC QUESTIONS THIS PAPER SEEKS TO ANSWER: FIRST, HOW AFFORDABLE IS THE MOBILE HOME PARK UNIT ? SECOND, ARE THE SERVICES DELIVERED WITHIN MOBILE HOME PARKS SUB-STANDARD ? AND THIRD, IF THE SERVICES DELIVERED TO PARK UNITS ARE SUB-STANDARD DO THEY MITIGATE THE AFFORDABILITY OF THE MOBILE HOME PARK UNIT AND BY WHAT MARGIN ?
THE SIGNIFICANCE OF THE TOPIC LIES IN AFFORDABILITY OF THE MOBILE HOME PARK UNIT ACHIEVED WITHOUT GOVERNMENT SUBSIDY. AS THE SOCIAL HOUSING PROGRAM BUDGET OF C.M.H.C. SHRINKS SO THE NEED FOR INNOVATIVE COST-EFFECTIVE SOLUTIONS TO HOUSING AFFORDABILITY PROBLEMS GROWS MORE ACUTE. THE MOBILE HOME PARK IS NOT CONSIDERED AN IDEAL SOLUTION, BUT IT HAS PERFORMED WELL AS AN AFFORDABLE HOUSING ALTERNATIVE WITHOUT INCURRING THE COST OF HOUSING SUBSIDIES. THE PRIORITY IS TO EXAMINE THE COMPONENTS THAT ENABLE AFFORDABILITY OF THE MOBILE HOME PARK UNIT AND TO DETERMINE WHAT THE TRADE-OFF IS, IF ANY. FROM THE EXISTING LITERATURE THERE ARE INDICATIONS AFFORDABILITY IS ACHIEVED AT THE EXPENSE OF PUBLIC STANDARDS OF SERVICE DELIVERED WITHIN PARKS.
