Municipal planning needs to be more effective in providing opportunities for the private and public sector to develop affordable housing. The City of Halifax was used as a case study area and ways in which a stronger commitment to affordable housing can be reflected in its Municipal Planning Strategy, Land Use Bylaws, and administrative planning framework were examined. The policies contained in the Municipal Planning Strategy were found to be quite progressive in providing support for affordable housing. However, these policy statements are not adequately reinforced in the Land Use Bylaw or meaningfully applied to the administration of the development approval process. Today, municipal planning must ensure that its policies and land use bylaws allow enough flexibility to provide affordable housing forms that are compatible with the character of existing neighbourhoods.
