Setyabudi, Bambang, "The Adaptation of the LESA (Land Evaluation and Site Assessment) System for the Ricefield Protection in Indonesia"

This thesis deals with the adaptation Of the LESA (Land Evaluation and Site Assessment) System for the implementation of ricefield protection policies in Bekasi District of Indonesia. Like the original LESA procedure, the adapted model incorporates both socioeconomic factors and soil biophysical considerations. These factors stem from local plans and policies as well as criteria employed by the district planning committee in controlling land use changes. These are quantitatively measured and consist of conformity with the district spatial plans, compatibility with surrounding land uses, agricultural viability, as measured by harvesting intensity and farm size, and potential impacts of ricefield conversion on other ricefields.

The use of combined site and soil considerations enables the adapted LESA system to provide a comprehensive and objective analysis, and to give consistent results for decisions on whether or not a ricefield parcel should be protected if an urban use is proposed.
